• Complete independence 
• On december ,17th 1927,All India States People was bombay 
• First session was also 1927 
• Ludhiana Conference -15-16february ,1939, 
• All India statesPeoples conference –ludhiana –By Jawahar lal Nehru 
• Emphasized establishment of praja mandal In princely 
• In Ludhiana session –Pt padamdev and bhagmal Sahota were from Shimla 
• Swami purnanad from mandi 
• Thakur Hitendra Singh –sirmaur 
• Sadaram chandel From bilaspur 
• Vidyasagar ,vidyadhar ,ghulam rasul and prithvi singh from chamba

Formation Of Praja Mandal in sirmaur 

• Influenced from All india states peoples Conference –first body is in sirmaur 
• Founded by rajender dutt 
• Established in poanta instead of nahan 
• Chaudhary sherjung , Master Chattar singh ,shaligram sharma ,kundan Lal ,ajaib singh 
• First confrence of pahari and punjab Riyasti people –held in ludhiana on 12 th october ,1930 
• In this sardar bhagat singhand two represented Siramur principality 
• Pandit shivanand ramaul –agaitation –sirmaur assaociation located in delhi 
• In 1934 –some people insirmaur Kingdom established sirmaur praja Mandal 
• In devender ,ramnath and atma ram become founding Members 
• In Order to terrorize praja mandal ,the princely govt executed dr devender singh
• Dr Y.S parmar supported praja mandal Results disputes between rajender prakash Arranged sirmauris in Delhi -1943 -46 –prepared them to fight for agitation

Bhagal ,theog nad jubbal Praja mandal 

• August 11,1938 some people from Bhagal – meeting In shimla –under chairamship _jeevan ram Chauhan –established Bhagal praja amandal 
• Mansa ram was the minister –create awareness about right 
• Bhajji –Pt bahskaranand surat ram Prakash –theog 
• Vhagmal sauth –jubbal 
• Same with Koti, kumarsein and Bushahar

 

BushahrPraja mandal 

• To reactivate bushahr Praja Mandal-Bushar reform conference also organised People 
• Pt padamdev Worked –shimla 
• Ghanshyam aaand satyanand Bushaeri withn state 
• Thaksuram –actively participated 
• Praja Mandals –Bilaspur , jubbal were stepped

Mandi praja Mandals 

• Hindi and urdu newspapers were writing Articles about bad Conditions oF Chamba 
• Praja mandals were Established In the Year 1936 
• Second after Sirmaur 
• Swami Purnanand become President 
• Ram chand ,baldev ram, harsukh rai ,sunderlal and motiram were Prominent 
• Mandi imposed restrictions

Kunihar Praja Mandal 

• Leaders of Prajamandal went to Kunihar States on July 8,1939 
• There he went along with kanshi ram made many peoples members of Peoples movement 
• On 9,July 1939,in the chair of Rana Hardev Singh Of Kunihar in the darbar Bhawan of kuniyar , A law was established named Kunihar Praja Mandal 
• Baba Kanshiram appointed as guardian of praja mandal kunihar 
• Bhagmal sahota and Dev Suman were also present in meetings 
• Apart from this Representatives from princely states of dhami ,Bhagal ,patiala and mahalog were also attending the meetings 

Himalayan Riyasati Praja Mandal –

• On 1june,1939 in Shimla 
• Held a representatives of People of shimla hill states 
• Secret activities of Kings and rana were brought to light 
• Influenced by Ludhiana ,different instiution of hill states of shimla formed a joint body named ShimlaHill States Riyasati praja Mandal 
• PT padamdev and bhagmal shautha –made special contributions –padam dev minister and bhagmal as maha mantri 
• Pt padam dev went to aryasamaj group,then bhagmal shautha took the task of propogating 
• 1939 july ,campaign was started shimla hill states 
• In the beginning sautha, hira singh pal dev suman established Praja Mandal Mehlog in princely state

Himachal Hill states Council 

• At the end 1945,All india states peoples confrence was held in Udaipur 
• Established himalayan hill states Regional council in January 1946 to Run Praja mandal smoothly In their area 
• Its Head was Swami purnanand –had office at Mandi 
• Pt Padam Dev was Made Chief secretary –Office shimla 
• Shyam sing negi as deputy chief and Shivanand ramaul as joint secretary 
• First Conference of himalayan hill states regional council -8 to 10 March1946 at mandi 
• Azad gurdayal singh dhillon –Fighter Of azad hind fauj also Reached Mandi to preside the Confrence 
• Himalayan riyasati Regional council was held in nahan –sirmaur On 31 august and 1 st september1946 
• Forty Representative along with dr patabhai sitaramyya ,president All India states people confrence and Jayanarayan Beas Mahamantri ,Col shahnawar 
• Confrence organised-Dr rajenderDutt,devender sing ,harichanderpadha 
• Chiranji lal returned To Shangri and started movement against Labour

Gyanchand Tutu-Head Of Kohistan Praja Mandal 

• In November 1946-Satyadev Busheri Become head of bushahr praja mandal 
• Satyadev busheri –In november1946 –become head Of bushahr Praja Mandal 
• Bhagmal sahota –gave special speed to Praja mandal in princely State of jubbal 
• In February 1947-leela Das Verma oF bhajji ,Kanshi ram Upadhyay Of Bilaspur 
• Some workers of praja mandal went To delhi With Dr.y.s Parmar And brought them to Shimla 
• Dr. Y.S Parmar joined national Liberties Movement At Pt.Padamdev and Hill Leaders In shimla 
• He Started living at Krishna Villa Lodge In sanjauli Near Shimla 
• At time leela das verma Opened office of People’s party in sanjauli 
• Dr.Y.S parmar started permanently in Politics 
• First meeting – himalayan regional council was held in shimla on March1,1947 
• Dr Y.S parmar was elected Its Chief and pt padamdev was elected Its Mahamantri 
• In april 1947,Dr.Parmar –Delhi –gwalior session Of congress With daulat Ram sankhyan , narottam Shastri

Himalayan hill States Regional Council 

• On june 10,1947-Another Meeting of Himalayan hill states oF regional council took place at shimla royal Hotel 
• 11 member are participated from 16members participated in meetings 
• In this meeting difference arose between the members and six members formed separate organisations 
• The name of organisation named Himalayan hill states subregional council 
• Dr.yashwant singh parmar ,The head Of New council 
• Tej singh nidhak of mandi 
• Leela das Verma of bhajji 
• Sadaram chandel of Bilaspur were made Vice Principal 
• Pt padam dev Mahamantri ,Daulat ram Gupta Promotion minister 
• Surat Ram Prakash Treasurer 
• Senu ram –Charge of Office Of minister 
• The Himalayan hill states subregional council orgnised First Conference on July 31 , 1947 ,in hill states shimla in sangari 
• The Confrence was organised by chiranji lal verma –working committee member of the people moved of Kullu situated Aani with his family
• In august 1947,The sirmaur Praja mandal –organised a big confrence in Nahan 
• Main Organiser were Pandit Rajender Dutt ,Dr Devender Singh ,dharam narayan Advocate ,Pt .shivanand Ramaul ,rajender prakash of Sirmaur participated In This Confrence 
• Dr.Yashwant singh Parmar ,President of Himalayan Hill states Subregional council was made the President and waved national flag 
• From November 1947,dr yashwant parmar and Padam dev started tour at suket 
• On the behalf of principality many people arrested and state govt also suppressing suket 
• Ratna singh fled To shimla and people went To delhi provide central assistence 
• DR.Parmar continued His campaign on merger Of parmar hill dtates to union of india 
• The people organisedthis group in 21 December ,1947 in badgaun the capital of Shangri headed by Satyadev Bushehri 
• Resolution –hill state –pressurised king and demanded that they make a responsible Government

Represtative Governments

• Thakur of kunihar states –appreciated movement and joined this movement 
• On the occasion of Independence day leader of legislative assembly of theog states forced Rana KarmChand to quit power –announced after sometime to 13 member 
• Mahatma gandhi welcomed the effordts 
• After five months rana karam chand again regained treasure with help of some people 
• Armed police custody –sardar intervention –rana captured and thrown out 
• Theog was –first principly state –found in indian union 
• Jubbal digvijay chandra made committee -8 members 
• Five elected and three nominated –task to hear and remove people’complaints 
• Later represtative govt formed –chief minister –bhagmal sahota 
• Ministers –washir chand negi,babu dula ram and kunwar Raghuveer singh become Mantri 
• Continued working -15april ,1948 , Rana of koti –establishement of Assembly on November 25,1947 
• Satyadev busheri –satyagarh movement in bushaher- may people caught

For this state employees –organised Employment Union 

• State govt accepted demand –accepted offer of representative meeetings on april 18,1947 
• Representative of the people were not taken into confidence to establish this house of represtative –passed non confidence 
• Election held in 1947 october 
• People party won under leadership –of Satyadev bushehri 
• After attaining independence –demanded hill kingdoms merged with east punjab 
• East punjab governor –chandu lal trivedi and chief minister gopi chand Bhargav –wrote letter sto merge with govt of east punjab 
• Rulers of princely states opposed 
• People of these kings –peoples of princely states was entirely different from people of punjab interms language and culture and social behaviour 
• Letters wer writtten to nehru , sardarpatel ,chandu lal trivedi 
• Kings of hill states of shimlagatthered in Delhi in the first week of january 1948 

In the meetings king passed resolution –all hill states of shimla organised as union 

• Messages were sent to all staes of shimla – choose their respective representatitive and send solan on january 26,1948 –participatein meetings of committee that constitutes the constitution 
• During this period , durga chand and jogindersen were both in delhi 
• Both of them met mahatma gandhi and advised them to covene a meeting of people and kings and make decisions about their future
